Directed all operations of the Air District, with a staff of 350 and a $40 million budget.  Policy is implemented through guiding legislation and Governing Board.  During my tenure, I successfully:

·         Developed strong political and policy relationships that resulted in legislation signed into law by the Governor.

·         Initiated inter-agency partnerships to address energy, transportation, and environmental concerns that resulted in the largest assessment of air quality in California.

·         Worked effectively with governmental officials, California and National legislature, public interest groups, private industry, and the public to improve air quality in the region. 

·         Administered major budget and multiple grants; developed internal systems for human, financial, and material resource management in a manner that increased efficiency and reduced costs by 15%.

 

Director - Technical Services Division  (1993-1996)

·         Directed technical programs with CA Air Resources Board and EPA.

·         Administered $4M budget for 50 staff.

 

Engineering Manager  (1987 – 1993)

·         Lead permit streamlining efforts and substantially reduced turnaround time, administered federal grants, and trained engineering staff.
