Profile
Ellen Garvey brings over 25 years of air quality management
experience to her consulting practice.
As an engineer, manager, former senior government official, and policy
authority, Ellen grasps the complexities and details of air quality issues as
few others can. She has helped develop
air quality programs and policy at the regional, state and national
levels. Ellen’s reputation and
wide-ranging experience attract clients from the private business community as
well as public agencies, and non-profit
organizations. Ellen’s current docket includes an array of policy, technical,
and legislative matters with clients throughout the country.
Ellen’s areas of expertise include:
Heavy Duty Diesel
- Recommends
approaches to receive CA and national diesel incentive funds; compliance
strategies for CA and national standards; legislative language and
testimony; goods movement (ports, trucks, and rail) particulate and
oxides of nitrogen reduction strategies; and regional diesel
collaboratives
Air Quality
Planning
- Developed
local voluntary air quality plans, drafted control measures for national
plans, and worked with Councils of Governments and Transportation
Agencies on conformity and air quality attainment issues
Goods Movement
- Advise
ports, rail, and trucking organizations on emission reduction
opportunities and diesel retrofit
technologies. Work with surrounding communities to discuss air quality
improvement strategies.
Global Climate
Change
- Advise
clients on CA and national global climate change initiatives relating to
energy and transportation. Most
work focuses on diesel particulate and black carbon.
Permitting and
Compliance
- Evaluate
air quality requirements, prepared
permit applications (New Source Review, Best Available Control
Technology, Title V), and provided compliance recommendations for a
variety of industries and businesses.
As a senior government official in
California, Ellen advised the Governor on air quality issues relating to the
energy crisis in 2000. She was an officer
of several California and national environmental policy boards. As a senior engineer, she spearheaded the
effort to establish Federal operating permits in CA, and managed the energy and
fuels-related permitting work at the Bay Area Air Quality Management District.
As a consultant, Ellen advises clients on
environmental regulations and compliance strategies. She helps clients understand and resolve
environmental issues and challenges. She
works individually and as a team member to provide the service needed, whether
it be project management, policy advice, or technical consulatation.
